Covers change of ownership,trade licences (now available to car washers),S.O.R.D amongst other things.

Of particular interest is Reg 11 on changing numbers.Will this kill the trade?

reg 11, taken in conjunction with other parts where docs are to be returned/destroyed it probably skews the trade totally in favour of DVLA.

Another thing, I know the answer to this but just an obs.

Lots of references to, "The Secretary of State shall..." and "shall furnish or pay to the Secretary of State...." and "the Secretary of State so decides" and so on. Busy person indeed.

Then suddenly for clause 12 states "or by a person acting on behalf of the Secretary of State."

Surely in all the other situations these transactions are also being carried out by a person on behalf of. Just wondered.

Donor vehicles have always needed to be inspected, if so requested by the local DVLA office.

They usually randomly select a certain percentage for inspection.
The new rules would suggest that all will now be examined.
