Citroen C2 - Citroen c2 1.6 fan query - Gregory II

A friend of mine has a C2 and he is concerned that the radiator fan is not switching on despite long periods of idling. Is there no need for concern for this, as I am thinking that as long as the vehicle is not overheating, there is nothing to worry about.

What would be the procedure to test this fan to ensure that it is functioning correctly?
