1996 1.3 Over Revving engine - del40boy

Can anyone help me sus out why my engine revs stay high for a short while whilst changing gear, its like the throttle is sticking open but everthing ok with linkage etc. Have changed the throttle sensor!!!!!!!!!!!!!!!!!!!!!!!!
