I feel it's not in the interest of motor manufacturers!
Imagine a Ford Ka or similar but no:
PAS.
Anti lock brakes.
Elec windows
Radio
Central locking
Rear seats
Reduce ir bags
carpets
and
rear ad rear side windows made out of plastic.
This would cut the cost of the car, make it lighter, thus more mpg, less ivsurance, poss less road tax, less to go wrong - so why do the major manfactueres do not do this as some pple just ant a reliable, trouble free, cheap car?

Most of them do just that, with the small difference that the rear side windows are made of metal rather than plastic. It's called a van.

For a start, ABS has been law in Europe for a few years now (2005 I believe it was for the 2006 model year) while you'd be a brave manufacturer to remove airbags as the first person killed in one for whatever reason would hang said manufacturer out to dry.
Some people may want a car like you describe, however the vast majority of the public would rather have a car that has these features for those times when they need to carry more than 2 people, or experience a cold winter day where their feet slip on the cold metal of the chassis.
If you want a trouble free, reliable, cheap car buy a used Toyota.

There has been considerable correspondence on this in the recent past.People,particularly in the UK,do not buy basic cars.

My very 1st car was a Ford Cortina in 1966. Last of the old model and £512 on the road. It was almost what you asked for
No Power Brakes/ABS/ESP
No Windscreen Washers (I had it added for £5 - manual pump!)
No Power Steering
Manual Windows
No Heated rear screen
Rubber Mats all round
Plastic Seats - Very nasty
No Airbags
No Radio. Radios were about £50(Radio licence was £1.50/year for a car)
0-60 was timed with a calendar not a stopwatch
Insurance was £50 Fully Comp for a 20 yr old.

But it did have a powerful heater and Aeroflow ventilation.
