voom idle - honda jazz - turnin' japanese
Just noticed something odd this week on our Jazz - when the car is started, or even at the lights after a decent run, when stopped & in neutral the revs rise to ~1500 for about 10s then drop back to ~1000. I'm sure the idle used to be lower than this (or am I just being paranoid...)

My New Zealand 2003 Jazz manual, with a 1.3 i-DSI engine started doing exactly this at 65,000km. The dealer spent 5 visits and 17,000km to fix it.

They tried:

Cleaning the idle stepper motor
Replacing the idle stepper motor
Replacing the ECU and entire intake system with a set from a working car.

Nothing worked.

But, I had also complained that the car had been "dieseling" and pumping out white smoke if I drove really fast along twisty roads.

This let them diagnose the problem as a failed Positive Crankcase Ventilation valve (PCV valve). This was allowing oil to slosh into the intake, as well as allowing extra air into the intake, thus raising the idle.

Honda had no record of this happening before, but ordered and fitted the NZ$20 plastic one-way valve.

Result - total fix!

I suggest that the PCV valve on your Jazz has failed too.
