The air conditioning on my 1999 mondeo is not providing cold air.
What are the probable causes of this??
Does it need the refrigerent replacing or recharging or could it be the pump?
What should I check first?

I would have it recharged first, my three year old car had lost 30% of the refrigerent gas through natural seepage. Cost £59 at Halfords

First make sure the in/out switch is working. Still no cold air, answer as per Carl.

Don't waste your money getting it gassed, it will only leak out again, if, in fact, it is a loss of gas that has caused your problem in the first place. Whilst it is true that they lose gas over a period, it should not have lost enough already, through natural loss, to stop it from working. Would you keep pumping up a flat tyre?

Go to a reputable a/c specialist, and ask them for a diagnosis. If they tell you it has no gas, ask them where it went! If they insist on gassing it to find the leak, ask them who will pay for the second gassing when they have found it.

It could be that it has some other problem, possible electrical, that is causing your problem. Ones I have seen on a Mondeo include loose connectors, busted pressure switch, and broken wide open throttle relay. Any specialist will be able to tell you immediately if it has gas or not. Go from there.
