Not 100% sure but I think it would be very unlikely.

Usually recall work is recorded in manufacturers' databases. Unless the non-franchised company is linked with manufacturer, I don't see why someone should use them even if they can do the work in theory.

Recalls are usually free so just get it done at dealers.

The manufacturer pays the dealer for doing the work (usually at less than the retail labour rate), so I can’t think of an instance when a recall could be done by a non-franchised workshop.

Recalls can often include software updates these days, something only a dealer can do.

Anyone can do it.

But only a dealer is going to get paid by the manufacturer. Unless you can do a deal with the manufacturer's customer services to pay someone else (and that someone else is happy to do it at the rates offered).
