Aha - it's the get out of jail free clause for insurers:-

"The insurer or owner of an automated vehicle is not liable under section 2 to the person in charge of the vehicle where the accident that it caused was wholly due to the person’s negligence in allowing the vehicle to begin driving itself when it was not appropriate to do so"

So self driving vehicles are not capable of computing when it is "not appropriate for them to self-drive themselves"

A legal minefield generated in order for lawyers to enrich themselves.

Nah, it’s pragmatism. If insurers were liable, they would never insure them, in which case they would not sell. If owners were liable, they’d not buy them. The government want these cars to be developed, but at present it is not legal for a self driving car to self drive on a public road. So this is the ideal get out clause. And the law may change if these cars can achieve the required safety, which I doubt. The electrics on my car aren’t reliable. Self driving cars? Ha ha ha.
