AFAIK, they are to indicate a "known (and accurate) distance" so either a police helicopter or spotter plane (or following car) can measure your average speed.

Nothing to do with the police. They are used by Highways' Agency road surface surveys' vans as reference points for data logging. By using the same start points they can compare changes in the road surface that have occurred over a period
