Why the limit has to move from 30 MPH to 20 MPH and not to 25 MPH?

If we see numbers in km/h then

30 MPH = 50 km/h

25 MPH = 40 km/h

20 MPH = 30 km/h

So 40 km/h or 25 MPH is a natural slab. Wonder why we have to move in 10 MPH terms only?

The speed-limit convention in the UK seems always to be in round tens, except for very low speeds such as 5 or (?occasionally) 15. That may be one reason.

Oddly, I recall from my travels in Canada or the US, the convention was speeds ending in 5, even when day and night limits were shown.

The only variance I’ve seen from the current convention is when there’s a coned off lane on a motorway and site traffic is limited to 11mph.
I’d assume that’s the critical speed at which truck/pedestrian interfaces become a whole bunch more serious.
