You can't knock a feller for trying to save a few quid these days, yes i've had to buy part worns when short of money in the past (though i knew a fair bit about tyres from my first jobs), have an aversion to borrowing money which was brought to a head by my first mrs who thought she was the govt, ie borrow and spend like a drunken sailor because some other schmuck is picking up the tab, in my case me = mug.
You can see from the outer damage to the first tyre that there was mutiple breakages of the steel bandings, probably a bolt or similar object pierced and likely stayed in place for several weeks before the tyre was replaced, it should not have been repaired.
Going to be an awkward second visit Liam, ideally you would have spotted the too low load rating on the replacement and stopped it being fitted.
The only advice i can offer is when going to a used tyre site to take a torch and make a thorough inspection of the tyre yourself, do not rely on what they tell you, they are like politicians, tell you what you want to hear. Look not only for damage, repaired of a fashion or otherwise and check for perishing and cracking and especially look hard inside, look for creases that might repeat, i don't mean mould marks but actualy evidence of creasing which almost always points at the tyre being run flat or almost flat, reject it immediately.
