Are trade plates used by car dealers etc used just for tax or are they relevant to insurance too?

In terms of what they prove, just that a fee has been paid to cover 'road tax'.

The vehicle's being insured and MoT'd relies on the holder of the plate complying with the terms and conditions of its issue.
