Well the first thing is not to go near any 'normal' car insurance company, as they won't want anything to do with anything remotely out of the ordinary, i.e, a London taxi.

But a quick Google search suggest's, as I suspect is the case, it isn't actually that difficult to get insurance for a taxi if you look in the right places. So tell him to try some of these search results;
