NIP 14-day rule when re-issued to correct driver? - GT

I sent a NIP back a few weeks ago as, although I'm the registered owner, my daughter was driving. So I correctly "shopped" her in Part 2 of section 172. I judge the issuing authority would have received it back earliest 12th April, latest probably 16th (I posted it back 1st class on 10th or 11th). Does the 14-day rule re-start when the NIP was received back? I ask because it turned up in the post today (4th May) which is outside 14 days even assuming latest receipt date of 16th April by the authority. Of course, I cannot determine when the authority received it, but then how do issuing authorities know when NIP's they send out are received?

The 14 day rule applies only to the first NIP to the Registered Keeper. There are no time constraints on subsequent NIPs.

Just as an aside:

but then how do issuing authorities know when NIP's they send out are received?

They don't have to know. NIPs and S172 notices are deemed to have been served two working days after posting unless the contrary can be proved.

it's all stacked in their favour GT. the old saying is quite true- "You can't fight City Hall"

She may be offered a speed awareness course which will mean a lower payment and no points on her licence. The only downside is a four hours course to attend.

If she was 'flashed' over the limit then absent some technical defence casting doubt on camera or its calibration she's bang to rights.

Was thus caught in Plymouth four years ago. Took the course and learned a lot.

She will too; it's not four hours wasted.

Interesting Brompt. I have heard conflicting reports about the course. Some say very condescending and patronising, while others say it offers a few interesting perspectives about driving behaviour in general. I suppose until one is attended is it difficult to opine. In any event saving points and therefore insurance premium is a plus and we may end up with safer drivers on our roads.

My wife has done 2 courses, in the same location, but about 5 years apart.

The first was a full day, very thorough, and included being taken out for an observed drive with the instructor. She found it very useful.

The second, a couple of months ago, was less than 3 hours, no drive, and she felt it was a complete waste of time. She said several of the other attendees paid no attention and spent most of the time on their phones.

I've done two Speed Awareness courses, with a similar gap apart - the instructors style varied but I found both useful despite my being a "know-it-all" - what did surprise me was the lack of knowledge shown by the other participants, in both cases.

Depends on who is presenting. The one I went on was run by two middle aged bikers. They all but admitted they speed themselves and weren't condescending in the slightest.

The main thing everyone took away from the course was to be more observant - and not just for camera vans!

I agree it all hangs on presenters. I've been on one speed awareness course and a driver awareness course after missing (i.e. not deliberately running) a red light in Leicester. The latter was somewhat turgid and presenters didn't do enough to shut up the resident loudmouth who claimed he'd skipped the red light out of fear of being rear ended.

The SAC was done very well by two road safety professionals (I think one was ex Bill) who worked as a double act. The illustrative road scenes they used were mostly local and there were a few short films.

Was particularly caught by a short clip explaining how the human eye's functioning and relationship with brain can lead to blind spots and need to develop a scan so as to fill them in.

All the above is very interesting. But bear in mind that courses are only normally offered up to (Limit + 10% + 9mph).
