Cylinder balance test is not going to help you fix a non start issue. It might if you have a running problem. What are the engine cranking speed and fuel pressure values when it wont go?

On these engines you might want to check the fuel filter first if you dont have a error code.
A few years ago came across a 1.6 diesel that had no code, no fuel delivery issue but wouldn't start, but would crank. Couldn't fix it and it wasn't my car. The guy who owned the car is a former buddy of mine and didn't seem to want to tell me what the actual fix was. He told me that the ECU needed a reboot or something like that wich i think is crap.
Get a good diagnostic tool, Delphi seemd to work good on these cars with detailed data. Maybe your fix is way more simple If you just do a scan.
