Try putting a plastic tube down the neck to the bottom, in theory this will give you an air vent, then try and fill. If that is the problem, or filler pipe could be blocked,

If it's anything like a Volvo truck, it might have a filter on the filler neck. These used to get clogged and make it difficult to get any washer fluid into the reservoir.
