Surface with a smile

I have just spent a week touring in West Wales. My travels included all types of surfaces: motorways, lanes, mountains, villages and towns. In over 600 miles I found one pothole. In general, all types of road surfaces were infinitely far superior to any in England. How come the Welsh can afford to provide far superior roads to those we are forced to tolerate in England?

I noticed that in North Wales testing the new Astra two years ago. Great roads. The only problem is the speed police. But the best roads in Europe are in Bavaria. Not a single pothole or speed hump (or speed camera) anywhere.
