Backracking

I own a 2007 (new model) Volvo V70 D5 and had a detachable swan necked tow bar fitted before purchase in order to accommodate a 2 bicycle rack. I bought a Swedish Thule rack, which has an attachment that clamps on to the towbar ball. This will carry 15kg which is sufficient for 2 x 14kg bikes Despite reassurances from our local garage, I still have concerns about the safety of car cycle racks, but thought that this type would be the best. Have you any thoughts or recommendations as we hope to take our own bikes on holiday with us in August and up to press our cycle rack is unused!

It does not look physically safe to me. It also looks as if it will seriously destabilise the car. If the swan neck towbar broke, that would be it. However, if these things are EC Type Approved then there is nothing illegal in using them.
