Risk and re-warned

My 17-year-old son hopes to pass his driving test soon and we plan to buy him a car out of his savings. We have a budget of about £2,000 and are looking for a smallish car of 1.2 litres. The biggest problem we have today is trying to find insurance at a reasonable cost. Even 3rd Party, Fire & Theft. It's hard to find quotes online at much less than the cost of the car. Are there are any insurance companies that specialise in insuring this category of driver?

Quinn Direct seems to be cheapest while the youngster is learning, but the premium rises hugely once he passes his test and statistically becomes a greater risk. Direct Line, Tesco or the Co-op might then be cheaper.
