Is it just me or are the new discharge daylight headlights on new cars extremely harsh / bright on the eyes? The 'old' tungsten headlights don't dazzle, and to my eyes are preferable. What do other people think? Are they being dazzled as well?

If dipped HID Xenons are used as Daytime running lights then yes, they are extremely likely to blind or distract oncoming drivers, or even drivers being overtaken. If low wattage separate daylights are fitted (eg FIAT 500) or LED daylights (Audi, BMW), then no problem.
