Yes they stay on.

Not if they are Xenons and self-levelling - part of the Chilli pack that is derigeur on the MINI Cooper S. I gather that the Mk II MINI due out in 2007 will have a more conventional headlight arrangement as BMW want to save on build costs.
Any info available yet on MINI MK II? Is it gonna be a radical departure from what we're used to? From the little I've heard so far I think the MK I sounds better.

Not much - We're already at MINI 1.5 if you consider the facelift that brought about the revised interior, amended front and back bumpers.
www.mini2.com is an excellent place to find the latest (news section is pretty good, but there is a thread on new models in the forum)
Last I saw were some mock ups for the new interior, but there's so many of them about now they'll have to come up with something better than ads with naked blokes and fish in them to keep the strong sales going.
(I was thinking of the car scarer when I read this thread, good link there!). Worth a read if you can get hold of the unauthorized (american) MINI manual, good stuff.
