I was hit by another driver who won't answer the phone - how do I claim from her?

Last week I was hit from behind by a driver who got out and apologised for having dodgy brakes. She would only give me a phone number and said she would call me once she got to work with all her insurance details. Unfortunately, no phone call was forthcoming and every time I called her mobile the call went to voicemail. I have tried texting, but no reply. I tried to report the accident to the police, however they weren't interested since I had the reg number and confirmation that the car was insured (via a web search for £3.50).

When I called my insurance company to report the accident they said she was also insured with them, and that they would try and call her. 10 days later she hasn't replied to anyone, including to two letters from the insurance company. They want me to claim under my policy and say they won't chase her for 90 days (FSA rules) - however I feel that they will simply forget about it and leave the claim booked against me. How can someone cause damage to my car and then appear to be able to get away with it by ignoring me and the insurance company?
