Do I have to declare a London penalty charge to my insurance and if I do is there a code for a contravention code 31?

Penalty Charge Notices (PCNs) are treated as civil matters rather than criminal and so typically they do not need to be declared to your insurance company, but we would suggest checking the terms and conditions of your policy just to be sure.
