Winter tyres - German regulations

Regarding mandatory use of winter tyres in Germany between 1st December and 31st March - does this apply to 4WD vehicles as well?

Mandatory in snow and ice for all vehicles. If the vehicle is not used in snow and ice it does not have to be fitted with winter tyres.
