Is this company attempting insurance fraud?

I had an accident in April for which I was to blame. In spite of advising the third party that I had informed my insurers and himself of the occurrence within half an hour of the accident, I received a letter from a claims management company, URL Additions of Norwich, two days later. Today I received another letter, "A Final Notice", from another company, NIG of Ipswich, claiming £3,299.60 on behalf of the third party, in addition advising me that they would start legal proceedings against me should my insurers fail to pay within 14 days. No back up documents for the claim were included with their notice. I believe that their letter, in both its tone and content, constitutes harassment as defined under the Harassment Act of 1997, a criminal offence.

This appears to be an attempt at fraud and should immediately be reported by email to ICO.gsi.gov.uk, or by letter to Insurance Data Base Services Limited 6-12 Capital Drive, Linford Wood, Milton Keynes MK14 6XT, or by letter to Monitoring and Compliance Unit, Claims Management Regulation, 57-60 High Street, Burton on Trent, Staffs DE14 1JS
