Can you clarify what the new 'continuous enforcement' insurance rules mean?

I refer specifically to an item under the heading 'Suffolk Punch' on Saturday 23 April 2011. Please advise the title of the legislation said to be launched recently to come into force this Spring. I have not read anything about continuous enforcement insurance rules.
