Winter tyres on different wheels

I have bought winter tyres mounted on steel wheels for an' 03 Audi TT Quattro and an '06 BMW 3 Series Coupe (E46). I have asked the parts departments at local Audi and BMW franchisees and both say there are no bolts specified for steel wheels and advise that the alloy wheel bolts are appropriate.
is this good advice?

I had to buy a completely different set of bolts at £4 each because the bolts for the steels have a slightly different shoulder from the bots for the alloys. But this does vary from manufacturer to manufacturer and wheel to wheel.
