Under a new parking penalty exemption that came into force today, drivers of the latest Range Rovers are to be allowed to park them "wherever they ******* well like."

Research from Kwik Fit shows that one in three motorists are choosing to use the MoT as the only kind of safety inspection, with drivers citing lack of money as the main reason for not paying for an annual service.
