Went to Souhtampton to catch ferry but arrived too early told to come back later so went to nearby car park but all public spaces full so sat in car waiting for a vacant space after 1/2hr still no spaces so decided to leave...Have now recieved a Parking Charge notice from Parking Eye for £75 if I pay early or £110 ..This is just for waiting in a full car park.What should I do...Appeal or Ignore it..or Pay up HELP!!!

Ticket headed - PARKING CHARGE NOTICE - can be ignored- do not enter into any subsequence correspondence that will threaten etc.

It might be worth popping back there and reading the Ts & Cs off the signage (parking somewhere else to do so of course).

They usually start with something like; "In parking here you agree to the following conditions....". As you were never actually parked, the whole lot falls at that point as the contract was never entered into.

Does that mean after 1st Oct I will have to state who was driving even though the event happend before this date ....Thanks

If the "offence" is 1st October onwards you have to say.

Before them keep quiet and ignore everything sent/threats, court, credit report affected.

New law on parking only applies to transgressions afdter 2359/0001 1.10.12.

Tickets before this can be ignored shouldf one wish to do so.

The keeper does not have to name the driver but absent another name he's liable for the 'contractual' charge as stated on CP signage.

No doubt there will be test cases where a driver is named but is abroad or is Mr D Duck or somesuch.

The appeals system's website is now up and running at http://popla.org.uk/ . Seems to have close relationship with the London Parking and Traffic Appeals service. Michael Greenslade who also sits as an adjudicator with PATAS will lead the new service.
