Hi again Concrete, unless I'm reading the proposed changes incorrectly, no powers of "enforcement" are being given to anyone.
Firstly the govt is outlawing private wheel-clamping; I'm sure this is something you approve of (the outlawing, that is)
If someone parks on private land where they do not have entitlement to park (or breach the terms on land where they have been allowed to park) the owner of the land can request that the driver pays a fee. Whether this "fee" will be upheld by court I am unsure (informed views, please?).
Currently if the driver does not pay, the owner (or his agent - the parking co) can request of the registered keeper the name of the driver - which they do not have to give. The proposals would make the registered keeper liable for the "fee" thus ensuring that someone takes responsibility for parking without permission.
If the outcome is to reduce people parking their cars on private land without permission, then I'm all for it.
