Surely if one happens to be away abroad for some time and a speed camera ticket is issued [to which one cannot reply], one should not be arrested immediately on return?!

Failing to respond to a camera speed offence CO is not an arrestable offence.

NOIP and S172 to name driver sent out to Reg Keeper.

S172 has to be returned in 28 days, if not proceedings for failing to name driver. There should be no proceedings for speeding as driver has not been identified.

Mitigation that one was out of the country when time limit for 172 expires
