Chrysler Grand Voyager - I have a hissing noise - snuggles

I have had the car for a year, and since I bought it there has been a hissing sound coming from the passenger side foot well. I eventually took off a small cover just adjacent to the blowers, and found where the linkage for the foot break goes through the bulkhead. inside the gaitor I could hear the hissing, which eases off when driving at speed and when braking.

It has not got any worse, or better ! over the time I have owned it, but I need to know weather it is safe (if a little annoying) to keep going as is, or replace the master cylinder, or if I can do anything to fix it myself?

The car has just had a high quality M.O.T. at a garage I trust, and it passed on the breaks with flying colours.

P.S. how can I tighten the handbreak? as it passed the M.O.T. by 2%.
