Peugeot 306 99 S plate - Rear Seat belt won't extend - sparky29

I took the back seat belt off my 306 and it retracted. Now when try to pull it out again its stuck and the inertia reel activates. Is there any way of freeing it?

Try releasing the rear seat back then slamming it shut.
