It's a very long time since this thread was updated, but for anybody looking for solutions to this problem, I may have something to offer.
I bought a Citroen Xsara Picasso 1.6 diesel new in 2006. It's 10 years old this year, so although it has only done 50,000 miles, I changed the timing belt. The car has two belts - the timing belt and the "auxilliary belt", which takes power from the crankshaft and drives the alternator, the airconditioning and the power steering pump. This belt must be removed before the timing belt can be accessed, and in so doing, the reservoir for the steering fluid must be moved out of the way. It's on two flexible tubes, and before moving it, I looked at the level of fluid in it, and reckoned that the level would not drop below either tube - but I can't be certain that it didn't.
Following the change of both belts, I noticed immediately that the steering became heavy when the engine was at low revs. I don't think the belt is slipping, but as it happened immediately after this intervention, I know for sure an certain that it has something to do with the job I have just done.
I haven't got to the bottom of it yet.
