1994 4.0 Sovereign surging - dxp55

I was talking to a mate today who has a 1994 Jag 4.0lt Sovereign and he is having intermittent problems with engine. - if he is driving along the car will suddenly surge and accelerate and he is finding he has to hover his foot over brake and has to leave a good distance between him and car in front - two garages are not certain what problem is and are hesitant to recommend a part because of cost of £140 and if the diagnosis is wrong then he has wasted £140 so I said I would ask the question if anyone has had this problem and if so what was it or can anyone suggest what problem might be.
He didn't know what part was and being 80 perhaps he forgot.
