Every 36k or 3 years whichever is sooner I would have thought.
See HJ review of Mondeo, Escort, Fiesta or Focus diesels up to 2001 (when TDCi's took over) - I believe it's exactly the same engine.

On a Sierra, it's 40,000 or 5 years for both belts, all the guides, tensioners and the water-pump belt.

If the OP's car is on a J-plate it's 40K/5yrs - why confuse the issue.

Agreed, and also worth mentioning that there were big changes to the belt drive on the later 1.8TD engines which do not apply to the early ones such as fitted to the Sierra and early Escort TD's.
Later engines have a fatter belt, revised tensioner system, different cam sprocket, a different fitting and tensioning method, and improved cover design to keep out dirt and dust. All designed to resolve issues with premature belt failure.
40k is an absolute max on the earlier units.

And remember the early ones had TWO belts.
