Parking versus Waiting.
Am I correct in understanding that, if you keep the engine running when you are waiting (in a safe place so as not to cause congestion or be a risk) for someone outside of a legal parking bay or if you are sat in the drivers seat and the engine is not running, you cannot be issued a parking penalty?
If that is correct, what if the CCTV cannot see if you are in the vehicle, in the drivers seat and the engine is running?
Just another revenue earning exercise - this present Government needs kicking in to touch.

These new rules are dreadful.
We (well I certainly do!) all know of cases where a Traffic Warden has been completely dishonest with tickets. These new rules will give them carte blanche. They won't even need to leave the warmth of their cars. Just sit down and write down the number of any car that is stationary for 2 seconds (in traffic) and send them a ticket. And now they have 6 months to do this!? Can you remember where you parked 6 months ago???
The Appeals System will surely go into meltdown within minutes of the introduction date.

Saw a guy the other day taking a photograph of a parking conman (sorry, I mean attendant) ticketing a car. I asked him why - he replied that his camera was noting the fact that the conman was ticketing someone before the time of day that the regs came into force. He says this happens regularly outside his house, and that he now leaves notes on the windscreens to let people know they can have a copy of the photo for their appeal. he also pointed out a big clock in the background, which is maintained by the local council who (guess what) employ the attendants. The clock clearly showed 10 minutes to go - as did the electronic time on his camera which date and time-stamps each photo. He showed me the camera - the time agreed with the council clock!

Last time I parked on street in Birmingham the parking machine was running slow!
We parked at 4.01 but the machine showed 3.58 and issued a ticket which expired two minutes before the requirement to have a ticket expired, and less than two hours after I parked.
I thought we were fairly safe as the "attendants" would all be on their way back to base by then, and we were! Next time I will stand beside the machine for a couple of minutes to let it tick over to 4.00 "while i search my pockets for the correct change".
My watch is right to the sat nav readout of UTC which matches the BBC pips on the radio.
