Imagine you return to your car and found it has been vandalised. Maybe a smashed window or scratches. You notice a CCTV camera in the area. Can you get the footage covering the damage being done to the car? Or is it only available to the police?
The CCTV camera in question is run by the police or the local council and not from a private firm.
What happens if the cctv camera is run from a private firm/business etc

Yes, under Data Protection Act it's considered data and if its recording into a public place your rights under the Act allow you access. There should be a warning sign nearby with a help line number - reality though might be different.
