I read the congestion charging article also. I thought it was extremely biased in favour. Typically it didn't address the other issues, such as sunday evening travel, which is when the M6 around Brum is at its worst, charging because of accidents, breakdowns etc.
Thankfully, I can't see this thing ever getting off the ground, firstly because the experts say that public transport needs to be adequate and secondly no government is going to oversee a massive project like this with no tax gains.

Good article with the usual "health warning" at the end.
Melanie Phillips writes in todays Mail (page 10) to say the same thing and I was stunned to see a similar article from the usually pro-warming James Chapman (Science writer) on page 22.

Eg Birmingham to Manchester £7.40
price per mile weekday on motorway 3.5p
Work this out?
3.5p into £7.40 is 211.
Now, I don't travel to brum that often, but I do know that it ain't that far? Or is it simply that they will be charging 9p per mile?
Of course they will cut the fuel duty. it will simply be put back on later.
