My friend has a 13 plate Kia Rio 2. No sooner has he paid for the back passenger side brake to be sorted then within a couple of weeks it's sticking again. Any advice would be appreciated as it is a very costly exercise.

Take it back, after 2 weeks they should sort it FOC.

They plainly haven't fixed the problem so yes, take it back

The garage probably tried cleaning / lubricating caliper sliding surfaces etc - but really it's needing a new caliper.

Brakes need to be properly serviced at least every other year, and if the winter or the area involves a lot of salted road driving, suggest every year, getting this sdone by someone competent is cost effective over time let alone the safety aspects of fully serviceable brakes.

The OP reads as if just the one brake has been attended to, this is no good because there's 3 more that will likely be in a smilar condition, if the garage involved can't make the one brakethey 'fixed' last more than a fortnight then i'd personally not be going back there again other than to seek a refund and find someone else who knows how to service and maintain brakes properly.

Not sure what 'properly serviced' means here. I have never done more than clean and grease brake pipes every two years or so. I thoroughly clean and lightly grease the pad housings on changing them when the thinnest pad nears an MoT failure (1.5mm - usually around 50,000 miles) and also de-rust the discs at this time. The drums on our old Focus needed no attention at all until repair needed at 143,000 miles and 20yrs old. I have no intention of doing anything to our 3yr old Peugeot's brakes until its pads need replacing.

If pads and discs are replaced too soon, the caliper piston hardly ever travels its full length, which I think makes it more prone to corrosion and a stuck piston, as the cylinder wall is not protected by brake fluid.

Or it’s needing the old caliper stripped, cleaned and lubricated. This has the advantage of not costing anything, plus once you do it, then youll know. If you don’t, then you won’t, and you’ll have to trust someone else.

What is the exact diagnosis? Sticking pads in their housings, or a sticking caliper? Until you know, you don't know the treatment, unless you take the whole apparatus to bits, clean it, and put it back together again. I seem to remember renovating an ancient drum brake cylinder with some wire wool and brasso.
