I have never considered a driving examiner a key worker, however as a Civil Servant they probably are.

As a result they could well be expected to turn up and do a completely different job to support other civil service departments that are going to find themselves extremely busy for the next few weeks. HMRC and DWP being two which immediately spring to mind.

Local Council staff will be in the same position with non essential staff being called on to assist delivery of frontline services.
