Just got a PCN ...gonna cost me £30 but noticed that the offence occured on 8 august but only got the letter today .... 28 september....i have read that they must send the PCN within 28 days or it will be dissmissed ???? does anyone actually know the law on this as i have read a few posts that differ from others....cheers ;)

Another thing connected ...this "offence" occured on the same day as i bought the car and i cannot be absolutely sure what time i bought the car,i think it was probably me driving at the time (photo evidence is shown) but the old owners dad did drive me around to show me how it went....... i did have this discussion with a friend of mine and we agreed that the time of sale really should be stated on the log book to stop this very thing happening.

Anyway any advice welcome ;)

Normally 28 days but can be extended if DVLA are slow to respond to request for keepership details.

Paras 8 (2) and (3) cover the point. However 10 (5) appears to allow the authority a second bite at the cherry where a person served with PCN shows he was not the owner at time if infringement.

My guess is that they initially served the previous owner and you are in that situation. If you call the issuing Council while they cannot take an appeal by phone they should be able to tell you whether they're relying on regulation 10(5)

If so probably best to pay up, at least you're not in London where the fine is much higher.

Maybe worth checking the signage to see the restriction times for entering the bus lane. Usually between 9.30am and 4.30pm you are alright. I must say that bus lanes are normally very well marked and it should be difficult to stray into one inadvertently. I think Bromptonaut hit the nail on the head with his advice, but check anyway. They don't always get it right.
