The vehicle needs new brake pads. The discs are clean and not scored. The main agent says that because the disc thickness' are 34mm front and 22mm rear that they should be replaced too. Do you agree - or is he trying it on !

Depends what the minimum thickness for the respective discs is, either you measure them accurately and decide or take a common sense view and judge the wear lip.

If it needs discs and pads, unless its still under makers warranty i'd be inclined to get a quote from a trusted indy or two for the job.

If it's a 2014 car, using non OE parts can/will void the warranty.

Forget the indy suggestion then unless you, OP, have gone over the warranty mileage limit if one applies.

A quick look in a brake disc catalogue shows new thicknesses at 36mm and 24mm resp. That means you have got 2mm wear on each. I'd say that puts them close to needing replacement, although I don't know what BMW specify as a minimum. It isn't likely to be much less though.
