A good sharp 1/4" or so bladed screwdriver hammered straight into the lock usually does the trick, those who remove fuel @ 3am don't muck about with finesse and they seem to have little trouble removing the things, don't need to puncture the tank on an Escort, dead easy to siphon.
If you can't find another chromed locking cap, maybe get the black one and colour code it to the car, its probably meant to be painted over anyway, black wasn't the colour the proletariat were encouraged to buy in Escort days..;)
