Under an international convention (Vienna at a guess) an ambassador can take his/her personal car into a foreign posting and use it there with full diplomatic protection.

This is the only way LHD cars can ever get into Australia, another country with strict restrictions on "wrong wheeled" cars, which led to a booming car conversion industry there.
