I am sure this was there before and must be happened in the process of Towing the vehicle.

Unless you have proof the damage wasn't there before the car was impounded - ie recent photo - it would be your word against the contractor who took the car away.

I think what your dealer would have said is you have free road tax - but YOU still have to tax the car.

A car is never sold with car tax now - it's always the owner that taxes the car (online or on phone) . When you sell a car the process triggers a refund if tax price >£0 - the new owner then has to tax the car:-

Trust the DVLA to come up with having to register to pay £0.00 and if you don't you get done for not taxing it.

Another civil servant brainf*rt.

It's always been that way, from the days of the VED disk - but how hard would any of us find it if we could renew at zero cost?

Presumably as a new owner you should have completed and sent off the new keeper supplement of the V5C, as the person who sold the car to the garage would have notified the DVLA of the change in ownership.

The OP should have notified the DVLA, sure, but what on earth was the point of impounding the car, particularly as the pen-pushers who authorised the impounding would have had the details of the zero-tax Toyota in front of them?

I suppose the taxpayer picks up the cost of this overkill, which must be far in excess of any fine that's imposed.

DVLA wouldn't just be able to impound a vehicle unless the location was reported in some way. So I would presume either someone has reported the vehicle having done a vehicle check on the DVLA website or the police have been responsible for the impounding through the use of the ANPR system.

Bear in mind we probably haven't got the full story, as the OP is more interested in finding out how to complain.

Why impound it at all? All that was needed was a reminder from DVLA that the car needed registering instead of this heavy handed and unnecessary action.

If the OP hadn't registered as the new keeper, how would DVLA know their address to send the reminder to ???

Trust me, its hard.

Wifes car is £0 VED and as usual a reminder came through the door before it was due. Went on DVLA site, entered ref number and paid nothing. Got an e-mail confirming I had done it.

Boy that was hard.

Only difference with a car you have just bought is the need to use the ref off the V5 instead of the reminder but other than that its just as hard.

Owners of pre 73 cars who pay no VED have been doing this for years. They even used to get a tax disc that showed £0 paid. How many of them complained about the inconvenience of paying nothing I wonder.
