Does the crank sensor read the flywheel - ie, if the flywheel is worn would it tell cam sensor that the timing is out?

When I press the starter button the engine sometimes fails to turn over as if the battery is low. It may take 2 or 3 attempts till the engine turns over and starts normally as if the battery is okay.
