Delivery miles Octavia vRS for £20k - is it good value?

I have my eye on a Skoda Octavia vRS petrol manual, 16 reg, delivery miles (approx 60), in a main dealer, for £20k. Good value? It has all the kit I want, and standard wheels and tyres. I really want an estate but they are few and far between. Good value - and what should I offer for cash?

Try pitching him £19k, but this is already cheap even though not 66 reg. Specifically ask if there are any problems with it because legally he has to tell you.
