I own a tractor that is zero to tax that I keep and use in my field only and in the past it has been on the public highway , after a dispute with NFU over an insurance policy I cancelled all policies with them this included the tractor policy . I received a letter from Dvla saying I needed to sorn it or insure it. This I did by post. About a month later I received a fine. I sent a copy of the original letter and a copy of proof of postage to Dvla but they say I should have contacted them after 21 days if I hadn't heard from them for a copy of the sorn . So the fine stands . Is this correct . Now they want one hundred pounds for the fine or they will take me to court , but I cannot find anything on any paperwork that states this . Please help . Thank you

That's the way the DVLA operates. It process around 1,000,000 documents a week. So it asks you to check whether it has done its job properly and if you fail to do so and fail to discover that it has failed to administer your request, it fines you. Bizarre. Ridiculous. Unfair. But true. Get onto your MP.
