Should I use third gear to control my speed in a 30mph limit zone?

I sat in a 'speed awareness course' yesterday for three hours. They told me that sticking to third gear would help speed control in a 30mph area. They said it made no difference to the fuel economy but I always thought that the highest gear, consistent with speed, saved fuel, so who's right?

It will increase consumption slightly. But, because in a high geared diesel with a narrow torque band, the engine will be happier at 1500 - 2000 rpm than at 1000rpm, it makes sense.
